The Negros Island Sustainable Agriculture and Rural Development Foundation, Inc. (NISARD Foundation) traces its roots to a shared commitment by the Provinces of Negros Occidental and Negros Oriental to promote sustainable agricultural and rural development across the island of Negros.

On August 24, 2005, the two provincial governments entered into a Memorandum of Agreement (MOA) through Sangguniang Panlalawigan Resolution No. 0620, Series of 2005 (Negros Occidental) and Sangguniang Panlalawigan Resolution No. 789, Series of 2005 (Negros Oriental). This landmark partnership formalized their mutual commitment to pursue a unified and collaborative approach to sustainable agriculture, environmental stewardship, and rural development for the island.
Guided by this vision, the Negros Island Sustainable Agriculture and Rural Development Foundation, Inc. (NISARD Foundation) was established as a non-stock, non-profit organization dedicated to advancing sustainable agriculture, empowering rural communities, conserving natural resources, and promoting inclusive economic growth.
